CONSTITUTION
2007 – 2008
The purpose of this constitution is to set official rules and guidelines in accordance with RSU and the Student Groups Committee. This constitution may change each academic year by motion through the executive council and with approval by the society’s President.
Sections:
01. Ryerson University Accounting Society (RUAS)
This course union may also be referred to as the society in the constitution. In addition, the society may use the acronym RUAS in all material produced by the society. The term, accounting major, refers to students at Ryerson University that are registered as an accounting major under the Business Management (B.Comm.) program.
02. The objective of Ryerson University Accounting Society
- To provide students with a better understanding of the accounting profession
- To provide networking opportunities for accounting majors and prospective accounting majors
- To be the voice of the Ryerson’s accounting students
- To represent all accounting majors registered in the Business Management (B.Comm.) program.
03. Relationship with RSU
RSU is present to provide financial assistance and support to RUAS’s development and activities. In addition, RSU will provide support and assistance by means of information regarding the Society’s concerns. RSU will not normally intervene in the Society’s events or its operations unless there is just cause leading to direct violation of RSU regulations and/or any behaviour not recognized by Ryerson University. RSU is granted power of investigation arising from complaints made by any executive member of RUAS concern this constitution.
04. RUAS Membership
- Every student registered as an accounting major under the Business Management (B.Comm.) program at Ryerson University is a member of RUAS by default and may add themselves to RUAS email list and is welcome to attend events organized by RUAS events.
- Any full-time student enrolled at Ryerson University is eligible join the RUAS email list and is welcome to attend events organized by RUAS.
- No membership fee shall be charged.
05. Executive selection and election process
- Only accounting majors can be nominated to run for an executive position
- Accounting majors can nominate themselves
- All nominations require approval, a voting result among executives of 50% or more means approval
- After reviewing the nominations the executives can recommend a different executive position to the nominee to run for
- Upon approval the nominee is eligible to run for a maximum of two open executive positions
- All accounting majors are entitled to vote
- A minimum of three voting weekdays must be provided with one week in advance notice to all accounting majors
- These rules only apply to non-technical positions
- Technical positions such as Director of IT/Webmaster are selected by the current position holder and the President; the selection process may include any means such as interview(s), assignment(s), portfolio, etc.
- RUAS decides which positions are open, prior to this the current executive team can switch positions (including President), elections among the executives is to be used under these circumstances
06. Unfilled Executive positions
In the event that an executive position remains unfilled or becomes vacant for any reason, a special “executive only” election will take place, where all nominee qualifications will be discussed in confidentiality. Should there be a tie in votes the President of RUAS will determine the final decision of fulfillment for the vacant position(s).
07. Roles of executives
- All executives are responsible for following their job descriptions
- All executives will be evaluated on a semester basis by the President on their fulfillment of executive responsibilities, if applicable executives with be evaluated against their proposals submitted during the executive election
- All comments made regarding the evaluation will be documented and kept under strict confidentiality
- Any executive who receives an overall negative evaluation will be disciplined in a manner decided by the President in consensus with the remainder of the executive council
- All executives must attend all events organized by RUAS unless a valid reason is available
•Valid reasons include:
- Executive has Test/Mid-term/Exam/Major assignment due at the time of or after the event, provided it is on the same day of the event
- Executive has a Test/Mid-term/Exam/Major assignment due the day after the event
- Executive has a class at the time of the event
- Executive is unable to attend due to illness
08. Associates
- An associate is a person who has been assigned by an executive to take on a project on the behalf of RUAS
- Once the project is complete, the associate is released from RUAS
- An associate must follow all RUAS policies
- An associate must report to an executive, if no executive is suitable to report to then the associate must report to the President
- The executive that has an associate must supervise the associate and ensure that he/she is acting in the best interest of RUAS
- Any executive can use the associate however, the President and the executive (that the associate is required to report to) have precedence over other executives
- The President must approve the recruitment of the associate
- Associate assigned by the President does not require approval by anyone
-Associates are strictly prohibited from knowing the code to enter the office or the computer password
09. Advisors:
- Advisors are retired executives who are there to provide recommendations and explain where RUAS should be heading to the executives (mainly the President)
- Advisors are elected yearly by the executive team of the year the Advisors will be for; it is optional to run as an advisor
- The advisors do not have any authoritative power; hence they cannot hire, fire, or ask executives or associates to do something
- The advisors are also not required to anything beyond the scope of their position, unless they are allowed by the President and are willing to do so.
10. Meetings
- Any executive member may propose a meeting at anytime
- All executives and associates required to attend must attend, unless a valid reason is available (as described in .07)
- Best efforts should be made to take everyone’s schedule into account
- Minimum five days notices must be giving to executives
11. Impeachment/Overthrow of President
- President of RUAS can be overthrown if any one the following situations occur:
- President is found stealing from RUAS, evidence of this action must be available; the same applies to any executive
- At least 3/4 of executives vote (excluding President and figure rounded up, eg. 6.1 means 7 executives) to overthrow the President for a valid reason such as lack of commitment, motivation or competency. If an executive does not vote, his/her vote will count in favour of the President (vote to keep the President).
12. Signing Authority of the executive
The signing officers will be restricted to the President, treasurer, and one other executive as determined by the President.
13. RUAS Policies
- The RUAS policies are an integral part of the RUAS and must be followed by all executives in office
- The policies can be updated by the President and the appropriate executive if necessary
- These polices are to be available on the RUAS computer
14. Assets no longer needed (Donations)
- In the event that RUAS has assets that are no longer used (would be thrown away if not donated), the items should be distributed to eligible executives through a draw(s)
- Method of the draw(s) is to be determined by the executives
- Eligibility for draw:
- Only RUAS representatives, who are executives at the time of the draw and will not be returning the following year to serve RUAS, are eligible for the draw.
- Eligible executive is no longer eligible after he/she wins an item
- The remainder of the executives become eligible once all eligible executives have won an item (or package), assuming items are still left to be donated
15. Amendments
- RUAS holds the right to change this constitution at anytime
- Any executive may propose changes to this constitution
- The changes must be approved by at least 2/3rds (figure rounded up, eg. 6.1 means 7 executives) of the executives
16. Adoption of the Constitution
The Society’s constitution must be approved by RSU in whole or in part. Sections and subsections in the constitution not approved may be submitted to RUAS for further revision(s). All sections approved can remain without changes until further notice.
